xine-lib-1_rc0-r1 depends now on speex (http://www.speex.org). it won't compile 
without it installed.

FYI, this bug has been reintroduced in xine-lib-1_rc0-r2.ebuild (i.e., the speex dependency has disappeared).

I thought CVS was supposed to take care of these kind of things?

Must have been an oversight of the other dev.  Thanks for the report, again.
Fixed in -r2.
