it looks like intltool got installed without execute permissions!

$ ls -l /usr/bin/ |grep intltool
-rw-r--r--  1 root root      23462 Mar  7 11:36 intltool-extract
-rw-r--r--  1 root root      39387 Mar  7 11:36 intltool-merge
-rw-r--r--  1 root root       8669 Mar  7 11:36 intltool-prepare
-rw-r--r--  1 root root      31067 Mar  7 11:36 intltool-update
-rw-r--r--  1 root root       7992 Mar  7 11:36 intltoolize

why would that happen?

chmod 755 /usr/bin/intltool* fixes the problem.
