I'm adding this mirror to our test system - please make sure the source mirror is syncing once every 4 hours as mentioned at http://www.gentoo.org/doc/en/source_mirrors.xml and the rsync mirror every 30 minutes as mentioned in http://www.gentoo.org/doc/en/rsync.xml. We will keep you posted on the status of testing. In the mean time, could you please post the location, hardware, and bandwidth specifications of the server, the administrative contact, and the maximum permitted concurrent users for each protocol?
Your portage mirror seems to be lagging (currently 1h 12m at least). Is it set to sync every 30 minutes as per the documentation?

I'm not sure what the problem might be - your crontab line looks fine. There's no problem with rsync.us.gentoo.org.
