Following upgrade to orbit-2.14.16, orbit-2.14.13 fails to unmerge.

emerge -uavDN world slotted orbit-2.14.16 alongside 2.14.13.
emerge --depclean attempted to remove 2.14.13, but failed with error below.

Reproducible: Always

Actual Results:

followed by

emerge --depclean

resolved the problem.
