eclass/vim.eclass contains a hack to (re?)build proper ctags when vim is emerged.
There doesn't appear to be any way to disable ctags from emerge.
While this is great for most common case, it sucks for tiny systems.
USE flag minimal should strip vim of all "large" deps, including ctags.

Agreed.  I just rewritten considerable sections of vim.elass including the dependency sections, and the minimal USE flag will now exclude dev-util/ctags.
