new version of i810switch.  now has a makefile, so the ebuild now
uses that to build/install.  the new version cleans up the code
and fixes a potential security hole.

I also added an RDEPEND on sys-apps/pciutils, as bug #25017 pointed
out as necessary.

I left KEYWORDS as it was in the 0.3 ebuild, though it really
probably should only be ~x86, since this is a utility for intel
graphics chipsets, and it seems unlikely those would be on other
architectures....
