Straight from the website: "Packit is a network auditing tool. Its value is derived from its ability to customize, inject, monitor, and manipulate IP traffic. By allowing you to define (spoof) nearly all TCP, UDP, ICMP, IP, ARP, RARP, and Ethernet header options, Packit can be useful in testing firewalls, intrusion detection systems, port scanning, simulating network traffic, and general TCP/IP auditing. Packit is also an excellent tool for learning TCP/IP." This version of packit requires >=libnet-1.1, which is masked. However, I fail to see why it is masked since the nature of the libnet-1.1.0-r1 ebuild allows the newer version of libnet to coexist with the earlier (1.0.2a-r2) version of libnet. If there is a reason why it's masked, please let me know. :-)
