The path in the build was only optimized to work properly with the apache2 sapi, so the other sapis, specially the cgi-sapi, can't install their php.ini files due to double prefix paths. (QA warning)

Steps to Reproduce:
1. USE="cgi" emerge php
2. QA warning
3. emerge stops

That fixes that small disturbance.
