IIRC there was a similar problem with imagemagick, and I know it's painful compile-timewise, but re-emerging gcc might fix your problem. 
On a side note though, do you really need openmp on a single core processor?

Yes. After re-emerging gcc the fftw compiled successfuly.
I did not have this flag in my make.conf at all.
Now I set "-openmp".
