I was able to correct the issue by copying the entire contents 
of /usr/portage/packages into /usr/portage/pkgs/All and then 
deleted /usr/portage/packages and then moved /usr/portage/pkgs 
to /usr/portage/packages so that the packages were then located 
in /usr/portage/packages/All as they should be.  I verified that this does then 
allow the packages to be used by portage.

Reproducible: Always
Steps to Reproduce:
1.While booted to the Gentoo 1.4 LiveCD issue '# cp -
a /mnt/cdrom/packages/* /mnt/gentoo/usr/portage/packages/'
2.Then chroot into the new environment and attempt to install any package found 
in /mnt/cdrom/packages/All (such as gaming-sources or gentoo-sources) using 
the -K switch with portage (indicating to ONLY use a precompiled package.)  
Notice that portage dies saying there are no packages found meeting that 
description.
3.Verify that the packages have indeed been copied (however, unfortunately, to 
the wrong location) into /usr/portage/packages instead 
of /usr/portage/packages/All

Actual Results:  
Unable to install precompiled packages.

Expected Results:  
Thought I'd be able to use the packages I copied from the CD 
from /mnt/cdrom/packages/All

See the step to reproduce section above, it pretty much sums it up.  Should be 
an easy documentation update to correct the issue.

avenj made some changes to the installation guide, making the commands read :

"""

Is this sufficient, or are there still GRP problems with the documentation?

Semi off-topic, but when you have a fixed up install doc, please let me know so that we can get new 1.4 ISOs rolled up with the new documentation.
