sys-apps/apcupsd should also install the file examples/safe.apccontrol into
/etc/apcupsd/, which it doesn't do now.

This file can be used to prevent apcupsd from really shutting down the maching
as explained at http://www.apcupsd.com/manual/testing.html (see section
"Simulated Power Fail Test").
