if I emerge ntp , I can't download
http://www.eecis.udel.edu/~ntp/ntp_spool/ntp4/ntp-4.1.1b.tar.gz ,
it seems the file is removed.

What do you have for GENTOO_MIRRORS in your make.conf? The file should be available on any Gentoo source mirror.

change the SRC_URI to as follows:

SRC_URI="mirror://gentoo/${P}.tar.gz
         mirror://gentoo/${PF}-manpages.tbz2"

Ok, my gentoo mirror was unreachable, so emerge tried to download directly from http://www.eecis.udel.edu/~ntp/ntp_spool/ntp4/ntp-4.1.1b.tar.gz , unfortunatly the file is not exist there.  but now after my gentoo mirror reachable again, I can emerge ntp.

I don't see a necessity to change the download URI since it is on the mirrors - setting to resolved/wontfix.
