It is a bug fix release. It was added to Portage in 2008-09-14. It is included in Debian stable[1]. A search for bugs in Gentoo bugzilla only shows one bug [2] - a compilation failure, from 2008-09-19, involving gcc 4.3.1 (and a ~x86 system). As we're now stabilizing gimp 2.6 (and 2.6.4 is already stable on major archs amd64/x86), I think we don't need to care about 2.4 any more.
