The libart_lgpl dependency has been made obsolete - and replace with cairo usage - on 2008-05-09 in GIMP. For reference see:

Checked the code - no includes of libart, also 

ldd /usr/bin/gimp | grep art

produces nothing. So i guess this should be good to go.
