Not a fix, but as a workaround remove texlive-latexrecommended and then texlive will not see this blocker.
Blocking packages is not a bug but a feature. It is intended to prevent file collisions between packages and other incompatibilites in installed files. The usual fix to this local problem is to unmerge the blocker to allow the blocked package to be emerged.

This problem is indeed a valid bug, since I do have a newer version of texlive-latexrecommended installed in the first place, not the blocking one! The package =dev-texlive/texlive-latexrecommended-2007 gets pulled in by dev-tex/europecv-20060424-r1. On the other hand the "extra" USE flag pulls in =dev-texlive/texlive-latexextra-2008-r1 which in turn creates the blocker. There is obviously something wrong in the RDEPENDS section of europecv. I resolved this in my local overlay by deleting europecv's dependencies on =dev-texlive/texlive-latexrecommended-2007. I understand that this is just a dirty hack and not worth for inclusion in portage. It would be nice to see a real fix on this.

europecv has these deps here: DEPEND="|| ( >=dev-texlive/texlive-latexextra-2008 =dev-texlive/texlive-latexrecommended-2007* dev-tex/latex-unicode )" so latexextra-2008 should be prefered but it seems portage wants latexrecommended-2007 since I'm going to remove tl 2007 at some point now that 2008 is stable, this will be a non issue for TeX because I'll remove the -2007 dep from europecv, however portage people may want to investigate this.
