Note that the dependency is conditional on the ssl USE flag: ssl? ( dev-perl/IO-Socket-SSL =app-crypt/qca-tls-1.0* ) So, I guess you don't have that flag enabled on the installed instance of kde-base/kdenetwork-3.5.9. You can verify this by checking the content of /var/db/pkg/kde-base/kdenetwork-3.5.9/USE.

Thanks for pointing my mistake :) I have unmerged app-crypt/qca-2.0.1-r1, and it's not reinstalled by "emerge -uND --with-bdeps y world" The only question that I have is : why has it been installed in the first place ?
It's quite common for dependencies to be added/removed/updated, and it's natural for some of these changes to make packages such as qca-2.0.1-r1 unnecessary. You may sometimes notice this behavior after running emerge --sync (even if you haven't installed or updated any packages since the last time you ran --depclean) due to the behavior described in comment bug #239006, comment #4.
