After Tapioca and Farsight, Google is now maintaining libjingle. You can found the 0.4.0 release here : http://code.google.com/p/libjingle/downloads/list

Actually, not so easy...
libjingle has been developed by google and 0.3 has been forked by tapioca team.
After 0.3.10, google released 0.4.0.
So, libjingle-0.3.11 has been released after 0.4.0. A backport of a feature has
been done but no merge. 0.3.12 from farsight team is an update of 0.3.11.

In this way, 0.4.0 is not really an update. Actually, it's older than 0.3.11
and 0.3.12. As packages using libjingle are tapioca-xmpp and farsight, it's
sure that it will be worst with libjingle-0.4.0.

Crazy and probably, doing this version will be a waste of time...
