The forum post details it all; basically, on a server w/ multiple network interfaces, bringing down one brings down all the net-depending services (apache, sshd, netmout, ...) even if the other interfaces are still up. Bringing the interface up again doesn't restore the services which went down.

This is controlled by the rc_depend_strict configuration variable in /etc/rc.conf. The behavior you're wanting is rc_depend_strict=NO
