Thanks much for your suggested patch! However, before
considering to implement it, it would be great if you 
could briefly elaborate why the static libs are needed.

Sure, I need it to build the RealTime Application Interface for Linux (https://www.rtai.org/) against Scilab.

scilab-4.1.2-r2 which I just pushed out now installs
the static libs.
