after adding the perl USE flag in /etc/portage/package.use, emerge x11-terms/rxvt-unicode fails to build... I'm not sure what more to say, except to add the log.

The same error message occurs when building irssi with the perl USE flag. I don't know whether that should be a separate bug or not, so I'm just filing it alongside this one.

I had the same problem when emerging net-analyzer/net-snmp-5.4.2.1

The workaround that fixed it for me was re-emerging

emerge -avN perl libperl

I found the workaround at a Romanian gentoo discussion forum; I don't speak Romanian, but I got the gist.  Thank you, international gentoo community :)

What is the output of 
$ perl -MExtUtils::Embed -e ldopts

Does the file /usr/lib/perl5/5.8.8/x86_64-linux/auto/DynaLoader/DynaLoader.a exist? 

I guess your perl installation is somewhat broken and as said in comment #4 you should re-emerge perl and libperl
