After enabling 'strict' in /etc/make.conf, I cannot emerge dev-util/tla: the manifest is missing.   
I've resync'd but it is still a problem.  
 
NOTE: dev-util/tla requires ACCEPT_KEYWORDS=~x86 (at least for version 1.0.6).
