After emerging tuxpaint (with svg flag), I can'r run it. Tuxpaint crashes with message about Simple Direct Media Library.

Workaround:
echo "media-libs/sdl-image png" >> /etc/portage/package.use
emerge -1 media-libs/sdl-image

fixed in cvs, thanks for the report.

  remove svg USE-flag, as disabling it is broken. media-libs/sdl-image needs
  to be built with png support, bug #255529
