The latest package masks for KDE are missing "kde" as in kdeutils, kdeaddons, etc. 

Reproducible: Always
Steps to Reproduce:
1. emerge --update --upgradeonly world
2.
3.

Actual Results:  
~/ emerge --update --upgradeonly world 
Calculating world dependencies \
