I think (because of the message "make_sock: could not bind to address 0.0.0.0:443 no listening sockets available, shutting down") that Apache was still running at that point and the "stopping apache2" has returned a bit too early. The check if apache was running after that was some seconds later so it could have shutdown in the meantime. If that is the problem, it could perhaps be fixed by waiting in "stopping apache2" until the process has really quit.
