Please update irc.xml and add Byelorussian regional support channel #gentoo-by there.

More correct to write "Belarus" http://en.wikipedia.org/wiki/Belarus . "Byelorussian" its some from our history http://en.wikipedia.org/wiki/Byelorussian_SSR ( first time see such translation). And "Belorussian" is commonly used among russian speaking people.

nope. "by" - its not two first letters, its abbreviation. For example ".by" - official internet TLD.
It should be #gentoo-be since we use language codes rather than country codes. And ISO 639-1 code for Belarussian is "be".

In passport i have "code of issuing state : BLR ". Everywhere in country is used "by". In general right variant is "hollywar", and i haven't got time for this. If it's a problem for adding this channel, then close the bug.

Agreed 200% Sticking to languages saves us a lot of political issues. We need infra to take over #gentoo-be which was not officially created by Gentoo afaik. It was meant as 'Belgium' but says it's for Dutch-speaking. We already have #gentoo-nl for that (FYI Belgium has NL, FR and DE languages) Besides, it advertises gentoo.be for sale (="te koop" in Dutch) BTW, NL GWN used to be under /be/ on our site because it was initiated by Belgians who apparently had no clue about languages used in their own country. I mentioned it was for Bielorussian and that Dutch translations had to go under /nl/ That ends today's lesson in Gentoo history :)

That's precisely why we stay away from all this crap by sticking to languages, i.e. ISO 639. For instance, there are people from Quebec or Belgium in #gentoo-fr. They speak French, no one cares about their nationality or their passport.
In Belarus there are two official languages Russian and Belarussian. We don't need Belarussian GMN ( GWN? ) or documentation, but we want to have a channel for unofficial supporting or refering to our two by irc servers. Noone goes to #gentoo-be cos it's unlogical.

ISO 3166 = country codes These come in both 2 _AND_ 3 letter forms. There are some places without a 2-letter code, but they will always have a 3-letter code. Uppercase by convention. Russian Federation: RU, RUS Belarus: BY, BLR Byelorussian SSR: (none), BYS Netherlands: NL, NLD ISO 639 = language codes Again, always at least one 3-letter form (may have more), not always a 2-letter form. Lowercase by convention. Dutch = nl, nld, dut Russian = ru, rus Belarusian = be, bel Gentoo has IRC channels for both languages AND countries. #gentoo-br = Brazil, in Portuguese. #gentoo-pt = Portuguese, mainly Portugal, but I saw some Angolans too. #gentoo-ve = Venezuela, in Spanish. #gentoo-es = Spanish, not strictly Spain. #gentoo-be = Belgium, in Dutch. #gentoo-nl = Netherlands, in Duth. #gentoo-ru = Russian language (lots of eastern europe) #gentoo-uk = United Kingdom, in English. #gentoo-au = Australia, in English. #gentoo-tw = Taiwan, in Chinese. #gentoo-zn = China So #gentoo-by is correct as a channel to support that region/nation-state/country, and there's plenty of precedent for it. The channel already exists, so I say it can be added to the irc.xml file if there is actual demand for it.

The team that should be touching irc.xml is the Gentoo GroupContacts for Freenode. Any "take over" of a channel needs to go through this route. Is there any Gentoo dev willing to be the owner of #gentoo-by?
Okay. Since #gentoo-be is already taken by diox and his Gentoo/Belgium thing... let's just avoid trouble and simply add #gentoo-by to irc.xml as originally requested.

Commited, not 100% sure the UTF-8 went in cleanly, will look in a bit.
