Bump includes following fixes:

- do not print the "update existing postgis enabled databases" message on first time install
- fix repoman warnings and minor qa issues
- fix doc dependency (bug #224111)
- fix syntax of portageq command (bug #229859)
- fix running the VACUUM command (bug #246843)

I also couldn't reproduce bug #227489 with USE="-geos -proj".

version 1.3.6 is in portage. This bug an be closed

As Premek Vohnout said, the postgis 1.3.6 ebuild is available on the portage tree, so this bug is now closed.
