net-print/gnome-cupe-manager or net-print/libgnomecups should depend on recent cups version.
Now, when I had too old cups I got something like "ippNewRequest function is not defined".
As I see, net-print/libgnomecups does not specify version of cups to depend on.

Reproducible: Always

Steps to Reproduce:
1. Try to emerge gnome-cups-manager with ~ two years old cups installed

Actual Results:  
During configure phase emerge fails with "ippNewRequest is not defined".

Expected Results:  
Successful upgrade of gnome-cups-manager.

indeed, no version in a dep is bad. Set 1.3.8 as minimum version since that's what we have in tree. Thanks for reporting.
