I don't have any problem with nvidia-drivers-173.14.09, since I update it to 177.82, fan speed of my laptop(Dell XPS M1330) stays at top, and then GPU Clock come down to 169MHz. Please file a bug with upstream, this is not a Gentoo issue. I was reading around nvnews forums and it is a known problem, very common. Apparently the issue is being addressed by upstream for upcoming releases... but certainly not a promise ;)
