After a fresh install, eix 0.15.2 does not install a default configuration file for eix-sync (whereas it installs a default file for /etc/eixrc). Reproducible: Always Steps to Reproduce:
A default is not necessary as it would just be empty. The only reason for installing a dummy /etc/eixrc is that previous versions of eix installed a non-dummy version which would perhaps cause problems with current eix, and there is no way of telling etc-update (and similar tools) that a config file should be deleted.
