Since bind-9.5.0 there is an optional dependency on dev-libs/libxml2 to support the new statistics (XML-formatted and accessible via HTTP).

In addition bind might find dev-libs/libxml2 on the system and compile against it though portage does not know about this. (potential dependency issue in case libxml2 gets removed with depclean when nothing officially depends on it anymore)

This bug is fixed in bind 9.6
