it's fallout of earlier errors (read the back log and you'll see them) ive fixed this and many others in 1.8.0 already, but for 1.6.2 i'll just add the build fix http://sources.gentoo.org/sys-apps/s390-tools/s390-tools-1.6.2.ebuild?r1=1.2&r2=1.3
This is weird. On a new install, for example when building stage3, it still tries to install that file. However, if i build it with USE="snmp"(having to rebuild perl and python first, so they don't have the build USE-flag on), it works. And if net-snmp is not in the system and USE="-snmp", it gives some build failures, although it doesn't stop the emerge process.
