The snippets are unparseable by xinetd because server_args can't be empty. 
Additionally, I don't think log_type should be FILE /var/log/rsh; it should
probably log to syslog.

These changes would sync it up with the telnet snippet, where the only action to
enable the service is to comment out "disable = yes"
