My use settings:

motif opengl mozilla objprelink mmx 3dnow java arts oss svg 
tcltk" 
 
I have denied svga and it does not work, I have denied X and 
it does not work. This is highly illogical ^_^

it looks like your USE has "svg" in it, but not "svga".  typo?
