I am experiencing this same issue! I'll attach the emerge info and build log below.
I notice that both "emerge --info"s have USE=vanilla, even though "equery uses" says "DO NOT USE THIS ON A GLOBAL SCALE". Fails with USE=vanilla for me. Succeeds otherwise, but fails test (I'm still working on that one)... While it might be nice if things didn't fail with USE=vanilla, it's not entirely surprising either.
