Even with USE=postgres, 1.4.13 no longer installs check_pgsql. I think something is wrong with the pgsql patch, as there's NO output about pgsql in the emerge log at all beyond the --with-pgsql that is passed and the epatch output.

And the binary is missing. This has broken my postgres server checks.
