The console keymaps are applied too late in the startup sequence. When fsck fails (or if I want to enter single user mode) it prompts your for the root password. But, they keyboard is still in qwerty (it has not yet applied my console map of dvorak at this point, and its hard to type stuff :P). At first I simply thought it was too early for console key maps to be applied, but when I was working on a debian system (also with the dvorak keymap), when fsck failed the layout was already in dvorak. Can the keyboard layout script be one of the first to start. Reproducible: Always
Please post your 'emerge --info' (shows relevant stuff such as baselayout version), and then we can ask base-layout maintainers to look into this.
I upgraded baselayouts (and to openrc) in the past few days. But it was the "previous" version, and this version, which won't do it. I'm almost positive that if you change your keymap to, lets say, dvorak, and give grub the 'single' command to boot up into single user mode your layout will NOT be in dvorak, when it should at that point.
