Have recently updated my machine to use KDE 4.1.3.  Upgrade went fine, machine is running 4.1.3. 

Recent (this morning) sync has created a "block" to further upgrades.  My machine uses avahi and does not use the kdeprefix flag, so when I attempt to update to kdelibs-4.1.3-r1 I get a conflict:

That is, kdelibs appears to be pulling in the kdnssd-avahi package, but at the same time it is declaring it as a blocker.  If I'm reading the ebuild correctly this would not be the case if I were using kdeprefix, but I was under the impression that's not a recommended installation approach.

Anyway, I'm not in a huge hurry to update to the -r1 release, just thought you should know about the apparent conflict.

You simply need to unmask kde-misc/kdnssd-avahi-0.1.2-r1

Maybe portage should automatically try to interpret <=kde-misc/kdnssd-avahi-0.1.2:0 as depending on >kde-misc/kdnssd-avahi-0.1.2:0 for not getting this block. But I am not a portage developer and I don't know if it would be possible

The dependecies are really correct.
Your problem is that you need to unmask newer versions of kdnssd-avahi as the post above mine sugested.
It is clearly stated in the block.
