If all links are created correctly, pg_config.h can also be found as:
/usr/include/postgresql/pg_config.h.

No it still fails. I assume that root expects /usr/include/pg_config.h but there is only:
/usr/include/postgresql/pg_config.h

What's your version of libpq?

dev-db/libpq is for several month not more installed, because it is blocking
postgresql-base-8.3.5:

These are the packages that would be merged, in order:

root@cheetah:/root(33)# eselect postgresql set 8.3

Any further hint is appreciated.

I switched the order in which include headers were found between /usr/include and /usr/include/postgresql with a patch. So it should be fixed.

One question though, libpq is the default implementation of postgresql-base and installs pg_config.h in /usr/include. Should it be the case?

libpq will be removed. It's just the default provider for virtual/postgresql-base to make the switch easier and break the dep-tree less.
