This depends on x11-libs/xosd which is also maintainer-needed.
No release in the last five years and the reports 
<http://www.cpantesters.org/show/X-Osd.html#X-Osd-0.7>
don't look promising too.

I have no problem with this library. I just want to say, that xosd improves the ivtv-player significantly.
