As described in e.g. http://article.gmane.org/gmane.comp.python.pyqt-pykde/13690/match=pykde dev-python/pykde-3.16.2 requires >=dev-python/sip-4.7.9 and >=dev-python/pyqt-3.17.6 to build.

Thanks Jani-Matti.  Adding dev-python/sip and  dev-python/pyqt to package.keywords fixed my build problems with dev-python/pykde-3.16.2 (which is the only version in portage now).
