Where? I just can see links for 4-0-1, not for 4-1-0. Really I looked hard and even tried searching for "4-1-0" on that page. No avail. Using the direct URL http://developer.amd.com/Downloads/acml-4-1-0-gfortran-64bit.tgz still works (after logging in). As 4.1.0 is still mentioned (but not linked) on the Archive page I guess only the download links are missing on that page. Since problems seems to be upstrem I opened a thread in the AMD ACML forums at http://forums.amd.com/forum/messageview.cfm?catid=217&threadid=104451&enterthread=y
Seems to be fixed now (or I'm cured from blindness ;) )
