please add to overlay kipi-plugins because without them its functionality is rather small

This kipi-plugins ebuild was there when kde-crazy was kdesvn-overlay. Some how after the overlay was renamed, the ebuild was taken out. The other ebuild that is missing is konq-plugins. konq-plugins is what makes me enjoy using konqueror 3.5.

I've knocked something together from the ebuild in
genkdesvn. I don't know whether it's correct use of the
kde4 eclasses, but it looks quite promising.
Works for me w/ digikam-0.10.0_beta7.

Ebuild for the kipi-plugins-0.2.0_beta5. I guess, it needs some more corrections by somebody from Gentoo KDE team ;o)

when overlays sync take place this will get to testing. Read as "soon in testing" :]
