My system is KDE4 main, with some legacy kde3 glop laying around (I try to get rid of it, but some of it is pestilent). I run stable as much as possible, with key packages more recent. checking linux/soundcard.h presence... yes checking for linux/soundcard.h... yes checking machine/soundcard.h usability... no checking machine/soundcard.h presence... no checking for machine/soundcard.h... no checking for artsc... ./configure: line 18856: artsc-config: command not found no checking if you are too dumbing dumb for the dummy... no configure: error: One/some of your requested audio modules failed the test! This is with most recent versions, including latest. Fixes: ln /usr/kde/3.5/bin/artsc-config /usr/bin # (untested) OR media-sound/mpg123 -arts # in /etc/paludis/use.conf (for Portage users, that means to do a package-specific removal of the arts USE flag). I do not know what the core problem and/or solution is. Reproducible: Always

ARTS is dead - KDE4 doesn't use it. The arts use flag includes the following dep (kde-3.5 dep), but it only works if kdelibs is built with arts. arts? ( kde-base/arts )" With KDE 4 you shouldn't enable the arts use flag, so I'm closing this as invalid.
