The 'doc' USE flag is used only to generate javadoc for the netbeans modules, it has nothing to do with the help in netbeans, it is (probably) useful just for those that develop on top of netbeans. I will try to solve how to build the 'build-javadoc' target without errors or I will drop the 'doc' USE flag. It has very little benefit for netbeans users imo, but I would like to keep it if I would be able to make it compile without problems.

fixed in netbeans 6.7 beta. now when enabling 'doc' USE flag, all netbeans modules are required to build netbeans.
