I'm reporting this bug since repoman issued a warning about a file bigger than 20KiB.

Big files should be moved to mirrors, or otherwise stored outside the main cvs tree, since the cvs/rsync tree is downloaded by all users, whether they'll use your package or not.

Not going to waste time on fixing a 5KB too large file in CVS, when this package only carries one patch, with the total therefore being less than for most. Though primarily because the patch has to remain in CVS only because sh is slacking in stabilization and 0.10.6 can't be cleaned out for that reason together with the patch.
