Attached ebuild diff allows notify-sharp be built with or without docs generation enabled, allowing to not hard depend on monodoc

I cannot use $(use_enable doc docs) because "--enable-docs" will also prevent docs from being built as configure only understands "--disable-docs" in a proper way

I fixed it in an upstreamable way by patching configure.ac. Thank you for reporting.
