Please add the comments back into the apache configuration files.

I am an experienced apache admin, and it is annoying to have to maintain a 
config file without comments. I have better things to do with my time than fire 
up my web browser to search the apache manual when a simple comment above the 
config option would suffice.

New apache users would find the comment-less config file intimidating, and will 
not learn what each option does if not provided with the appropriate 
information. 

The config file is distributed by apache with comments (last I looked), they 
should be included in the gentoo apache config file also. It is a fact of life 
that not all apache servers are configured like the default gentoo one, so 
people are going to be tweaking therir configuration. The lack of comments 
makes this difficult.

Donny,

You have already demonstrated that you have a personal problem with me. Im not 
going to continue that. Your snide response to this bug is uncalled for and 
inappropriate. If you cant tell what is missing by comparing your config file 
to the original, then im truely surprised. 

This bug was posted before your problem became apparent, and you can rest 
assured that I intend to no longer make suggestions which I consider to be 
improvements to Gentoo for all users, given the childish responses from certain 
developers.
