When using hal with xorg-server-1.5 and xf86-input-evdev-2.0, the file /usr/share/X11/xkb/rules/evdev is needed if you want to be able to configure your keyboard in /etc/hal/fdi/policy/. This file is part of xkeyboard-config, but is not shipped before xkeyboard-config-1.4.
