That's because it does not works with newer spandsp library. ~spandsp-0.0.2* library fails to build too and although spandsp build issue is fixable upstream fixed many other issues there and told us not to use old libraries. I've mailed ivcal upstream on this issue but still got no answer. I'll package.mask this package now and if anybody uses it he/she need to port it to new spandsp interface (contact me on irc and probably I can help a bit). BTW, probably it works with -softfax, but I'm not sure how useful it is in such case. Bottom line: package.masked now and if there will be no update for 3 monthes it'll be safe to drop this package from the tree.
I've got update from upstream maintainer: I don't really have the time to maintain it [ivcall] anymore. Also isdn4linux is kind of obsolete these days with mISDN recently having entered the kernel. ... CC'ing treecleaner, so they could remove this package when they consider necessary.

Probably there is no alternative, but since there is no upstream, no interested developer to fix this bug, no user attaching patch here, I think this is enough to drop currently broken package from the tree.
