all language related compilers/interpreters/etc... should be in dev-lang while all 
apache modules thus far have been put into net-www ... 
 
nice if they all were in same place :)

This would cause a massive split-up of PHP and lead to a lot less maintainability I believe.

PHP is an interpreter, no matter what form you are using it in.

There are plans afoot to support all the rest of the modes that PHP provides.
Amongst them:
CGI
thttpd
roxen
embedded
phttpd
tux
gtk

My PHP eclass supports all of them already, somebody just needs to write up the 5-15 lines in each of the ebuilds for them. Where would you propose to put that lot? Moveover, why not consider re-parenting other things.

All of these are web-based apps written in PHP.
